INFORMATION TECHNOLOGY OVERSIGHT

Section 702

There is hereby created in the state treasury a fund to be known as the highway safety fund to the credit of which must be deposited all moneys directed by law to be deposited therein. This fund must be used for carrying out the provisions of law relating to driver licensing, driver improvement, financial responsibility, cost of furnishing abstracts of driving records and maintaining such case records, and to carry out the purposes set forth in RCW 43.59.010, chapters 46.72 and 46.72A RCW, and RCW 47.04.410. During the 2025-2027 fiscal biennium, the legislature may direct the state treasurer to make transfers of moneys in the highway safety fund to the preserve Washington account.

Section 703

Any agency receiving appropriations in this act from climate commitment act accounts created in RCW 70A.65.240 through 70A.65.280 must report to and coordinate with the department of ecology to track expenditures as described in RCW 70A.65.300 and chapter 173-446B WAC. If an expenditure is expected to result in greenhouse gas emissions reductions, the agency must use a department of ecology approved calculator tool or methodology.

Section 704

Appropriations and transfers in this act to or from the preserve Washington account created in Z-0551/26 are null and void if Z-0551/26 is not enacted by the effective date of this bill.

Section 801

If any provision of this act or its application to any person or circumstance is held invalid, the remainder of the act or the application of the provision to other persons or circumstances is not affected.

Section 802

This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and takes effect immediately.
