HB 2029 - Concerning recognition of legal personhood by a governmental entity.

Section 1

  1. Notwithstanding any other provision of law, a governmental entity may not grant legal personhood to, or recognize legal personhood in, any:

    1. Artificial intelligence;

    2. Inanimate object;

    3. Body of water;

    4. Land;

    5. Real property;

    6. Atmospheric gas;

    7. Astronomical object;

    8. Weather;

      1. Plant;
    9. Nonhuman animal; or

    10. Any other member of a taxonomic domain that is not a natural person.

  2. As used in this section:

    1. "Body of water" means any natural or man-made accumulation of water, regardless of whether the accumulation of water is static or subject to a force that causes a hydrological current.

    2. "Governmental entity" means a court, the legislature, and any agency as defined in RCW 42.56.010.

    3. "Land" means the solid terrestrial surface or subsurface of the earth.

    4. "Legal personhood" means the legal rights and obligations of a natural person, or a legal person other than a natural person, under the laws of this state.

    5. "Real property" means any building, fixture, improvement, appurtenance, structure, or other development that is affixed permanently to land.
