Section 1

  1. To promote the stability, efficiency, and equitableness of Washington's cardiac care delivery system, the department of health shall adopt rules establishing criteria for the issuance of a certificate of need under this chapter for the performance of elective percutaneous coronary interventions

. The rules must be consistent with the certificate of need exemption in RCW 70.38.111(15).

  1. In adopting rules under this section, the department shall consider national standards for patient safety and quality outcomes, the ability for patients to access care in their communities, and the ongoing stability of Washington's cardiac care delivery system.

(1) The department shall not require a certificate of need for the offering of an inpatient tertiary health service by:
